Boulder Chief Operating Officer Patrick O’Rourke on Tuesday announced three finalists for the position of vice chancellor and chief financial officer.

The campus community is invited to participate in public forums with each of the respective candidates on July 21, July 26 and July 28.

The finalists for the position include:

  • Rebecca T. Barber, associate vice president for financial planning, budget and analysis, University of Nevada, Las Vegas
  • Katrina M. Spencer, deputy chief financial officer, Boulder
  • Todd Haggerty, chief financial officer, Denver

“I am excited for our campus to have the opportunity to meet this field of finalists, each of whom has excelled in a variety of roles and would bring valuable experience and expertise to our campus executive leadership team,” O’Rourke said. “I’m grateful for the work of our search committee, including chairperson Ann Schmiesing, for guiding us toward a group of finalists who are all highly capable of enhancing our university’s fiscal strength and ensuring our mission of education and research thrives for decades to come.”

In addition to the open forums, finalist interviews with campus leaders will take place in the coming days and weeks, with the goal of identifying a final candidate by September.

Registration for the open forums is required. Dates and registrations links are as follows:

  • Rebecca T. Barber: Thursday, July 21, 1:30–2:15 p.m.
  • Katrina M. Spencer: Tuesday, July 26, 12:15–1 p.m.
  • Todd Haggerty: Thursday, July 28, 10–10:45 a.m.

Biographies and résumés for each candidate are available online for public review.

The public has the opportunity to submit questions collectively for the candidates or for individual candidates. The must be completed by 5 p.m. on Wednesday, July 20. Questions may also be submitted to the Zoom host through the chat during the forums and will be asked as time permits. Priority will be given to questions submitted in advance.

Participants in the campus forums will have the opportunity to submit feedback for each finalist via . Feedback can also be submitted via email to evc-coo@colorado.edu by Aug. 2. O’Rourke will review all feedback prior to making an offer to a candidate.

The CFO plays the central role in shaping the campus’s fiscal resilience and ensuring its financial resources are aligned with the university’s mission and strategic priorities. The position reports directly to the COO.
