The incident took place in the area of University Avenue and Broadway on the northwest corner of main&nbsp;campus.</p> <p>The victim in this harassment case was walking eastbound on the south side of University Avenue when she noticed that someone was walking behind her. She dramatically changed directions three times and noticed that the person was still behnd her. This continued until the victim was able to flag down&nbsp;a Community Safety Official who was in the area. The suspect, who matches the description of a bike thief that was reported earlier, is described as:</p> <ul> <li>White male</li> <li>Late 20's to early 30's</li> <li>5'8" - 5'10"</li> <li>Average build</li> <li>Wearing a black, zipup hoodie with the hood up over his head.</li> </ul> <p>At one point, the victim noticed that person who was following her briefly disappeared into bushes in the area. PD officers checked that&nbsp;area and found what appears to be an abandoned transient camp. The suspect ran away after the incident. The suspect and victim knew one another. The employee met the suspect within the past week and exchanged contact information with him. The employee was not expecting the suspect to stop by the library today.&nbsp;</p> <p>The suspect has been identified as Lamin Njie, a 23-year-old black male who is 6-foot-1, 165 pounds. Njie has a criminal history of identity theft, trespassing, forgery and resisting arrest. The suspect was wearing a dark red long-sleeve shirt, blue baseball hat, black and white tennis shoes and a backpack of an unknown color.</p> <p>The Boulder Police Department is looking for Njie. The suspect approached a male student in Parking Lot 437 just north of the Engineering Center and asked him for a cigarette. He also offered drugs to the victim, who declined both requests.</p> <p>The suspect then pushed the man to the ground, causing him to drop his cell phone and wallet. The suspect stole both items and ran south to leave the area. The victim suffered minor injuries and reported the crime at the Police Department.&nbsp;</p> <p>The suspect appeared to be an approximately 26-year-old transient and is described as a 6-foot-3 white male with a red beard and thin build. He was wearing a gray beanie, black "bomber style" leather jacket, gray sweatpants with basketball shorts underneath and beige Timberland boots.</p> <p>The University of Colorado Police Department is currently investigating this incident. Koch, who has served as deputy chief for the past two years, will serve as chief effective immediately.</p> <p>“I am pleased with the direction that PD is heading and Ken has been instrumental in that leadership,” said Kang. “Through his vast experience combined with his time here at Boulder, he is well-versed in campus policing.”</p> <p>In addition to his experience, Koch is a former chief of police with more than 25 years of law enforcement service in Flagstaff, Arizona, and Taos, New Mexico, where he worked with campus police as a part of his municipal duties. He holds a bachelor’s degree in criminal justice from the Northern Arizona University and is a graduate of the FBI National Academy.</p> <p>During his time at the University of Colorado, Koch has been the deputy chief of support services where he has supervised the administrative positions within the department, including training, records, dispatch and professional standards bureau. Koch has been instrumental in boosting the campus active harmer response training in which more than 2,000 students, faculty and staff have participated. Koch has also served as incident commander for many high-profile campus events and been heavily involved with PD’s radio upgrade project.</p> <p>Koch will report to Melissa Zak, who was recently promoted to the new position of assistant vice chancellor of safety after serving as PD chief for three years. That person was able to break away and they both ran to the south side of Colorado Avenue near parking lot 437. The suspect was last seen running north through the parking lot on the west side of St. Aidan’s Church.</p> <p>The suspect is described as:</p> <ul> <li>Heavy-set, white male</li> <li>No facial hair</li> <li>Short, dark curly hair</li> <li>Wearing a black hoodie, jeans, and a red baseball cap with a green bill</li> </ul> <p>PD is currently investigating the incident.
